The Purpose & Need statement is part of the NEPA
Process to document why a project is undertaken. This documentation
lays the foundation for identifying and evaluating reasonable alternatives
to be considered in environmental and engineering studies.
The Scudder Falls Bridge currently carries about 59,500 vehicles a day. It is expected that traffic volumes will increase to about 76,500 vehicles per day by 2030. The levels of service during the morning and afternoon peak hour are currently rated F, representing the worst operating conditions. The existing Scudder Falls Bridge consists of two travel lanes in each direction, separated by a concrete median barrier. The bridge lacks shoulders and breakdown lanes and does not meet current highway design standards. Congestion at the bridge is exacerbated not only by the narrow bridge, but also by the proximity of the adjoining interchanges with ramps merging onto the I-95 mainline close to the bridge. The
DRJTBC is sponsoring the I-95/Scudder Falls Bridge Improvement Project
to accommodate current and predicted traffic volumes, as well as to create
safer interchanges on both sides of the bridge.
